Preparation of the final Directive Specific Implementation Plan for IED

Activity 1.1: Preparation of the register of new operators included in IE Directive

The main aim of the activity is to support Ministry of Environmental Protection of the Republic of Serbia  in identifying the operators that will be included in IED field of competence according to the new list of IPPC categories (Annex 2) adopted by the new Directive. The project will work in strict cooperation with MEP (Section for Integrated permits and Sector for Control and survey) in order to update the existing list of IPPC operators and collect the necessary data from the newly included operators. The project will support MEP in the necessary actions to improve the implementation of Industrial Emissions Directive in Serbia and to prepare the Implementation Plan for this Directive, a document that will be utilized by Serbian Government during the negotiation for the accession of Serbia in the EU.

Activity 1.2: Technical and financial assessment of the compliance of IPPC farms to IED requirements

Within this activity, the project will consider IPPC farms and analyze their compliance with BAT’s requirements.

According to the results of this analysis, the project experts will identify those operators that for technical or financial reasons would not be able to comply fully with IED by the date of accession of Serbia in the EU and thus need an extended period for the implementation of the required measures. The activity will be carried out in strict cooperation with MEP’s Section for integrated permits and following the guidance for the preparation of DSIP.

Activity 1.3: Revision of the Directive Specific Implementation Plan (DSIP) for IED

Within this activity, the project will support the Ministry of Environmental Protection of the Republic of Serbia in the update of the DSIP for IED. The activity will consist in checking the status of identified operators and discuss with them any possible change in the investment plan included in the first draft of DSIP for IED. Also, BAT assessment reports and plan of measures for operators where data were not available during the preparation of the first draft of DSIP (IPA project – “Law enforcement in the field of industrial pollution control, prevention of chemical accidents and establishing the EMAS system, Europe Aid/131555/C/SER/RS”) and identified new operators will be analyzed. It will be organized, in cooperation with MEP, meetings with each operator in order to discuss technical and financial measures and to finalize the DSIP for IED as part of the negotiating position.

Activity 1.4: Legal support for the implementation of IED

Within this activity, the project will support the Ministry of Environmental Protection in the preparation of the Rulebook on the format and contents of integrated permits and in the necessary revision of IPPC Law in order to adopt and implement the General Binding Rules for farms, prepared by previous projects (IPPC farms and IPA 2011). The activity will be carried out in strict cooperation with MEP’s Section for integrated permits and the legal Department.
