September mission of the international expert within the IED Serbia project

In September, within the IED Serbia project, a mission of the international expert Mr Richard Schlachta from Germany was carried out with the aim of providing support to the activities related to the preparation of the Directive Specific Implementation Plan (DSIP) for the Industrial Emissions Directive (IED). The focus was on IPPC operators whose obligation to obtain an integrated permit will arise following the adoption of the new Law. This mission represents a continuation of the project’s activities aimed at supporting the Ministry of Environmental Protection in the process of preparing the Negotiating Position in the area of industrial pollution.

During the mission, the expert, together with representatives of the Ministry of Environmental Protection and members of the project team, visited the companies Kronospan SRB d.o.o. in Lapovo and Alpis d.o.o. in Kovin. The visits enabled a detailed insight into the technical and operational aspects of these installations, which is essential for assessing their compliance with the requirements of the Directive.

In addition to the field visits, a meeting was held at the Ministry of Environmental Protection, where experiences and observations were exchanged with the aim of improving the quality of the new DSIP draft. This document defines the transitional periods for fulfilling the obligations under the Directive, as well as the necessary investments to achieve full compliance with the requirements of the Best Available Techniques (BAT). The DSIP will serve as the basis for negotiating transitional periods for industry in the coming period and will also provide important input for the financial analysis of the new Law on Integrated Pollution Prevention and Control.
