First Meeting of the Working Group for the Revision of the DSIP for the Industrial Emissions Directive Held

At the end of the year, the first meeting of the Working Group for the revision of the Directive Specific Implementation Plan (DSIP) for the Industrial Emissions Directive (IED) was held. The first DSIP for the IED, prepared during the second phase of the IED Serbia project, forms an integral part of the Negotiating Position of the Republic of Serbia for Chapter 27, adopted in January 2020. The meeting presented preliminary results of analyses conducted as part of the DSIP revision, including the assessment of compliance with the requirements of the Directive and the preparation of new action plans for existing IPPC installations, as well as an analysis of the compliance of operators who, following the adoption of the new Law, will be required to obtain an integrated permit.

The Working Group brings together representatives of the Ministry of Environmental Protection, other competent ministries and institutions, provincial and local authorities, public enterprises, as well as representatives of the business sector and industry.

During the meeting, the methodology for the preparation of the DSIP was presented, along with the results of analyses of operator compliance with best available techniques (BAT) for various categories of industrial activities, preliminary results of the financial analysis for new IED categories, and the results of the analysis of compliance of VOC operators with the requirements of the Directive. Participants were also presented with the structure of the revised DSIP, together with an overview of the next steps in the process of its preparation.

The meeting concluded with a discussion among Working Group members, thereby initiating the process of further elaboration and finalisation of the revised Directive Specific Implementation Plan for the Industrial Emissions Directive.
