Study Visit to Germany Organised

Representatives of the Ministry of Environmental Protection of the Republic of Serbia visited Germany as part of a study tour organised through the IED Serbia project to gain a deeper understanding of the practical implementation of the Industrial Emissions Directive (IED). Over the three-day programme, participants learned about how the competent authorities in Upper Bavaria implement the Directive, including administrative organisation, staff training and expertise, the scope of industrial installations covered by the IED, and the practical implementation of BAT principles.

The visit also included a tour of the SWM Stadtwerke München thermal power plant, one of the largest public utility systems in Germany, with a focus on emission monitoring, alignment of emission limit values with future requirements, and opportunities for upgrading through the integration of renewable energy sources. The group also visited the Breitsamer installation, where waste management practices and compliance with IED obligations were presented.

The programme concluded with meetings at the Government of Upper Bavaria, where administrative and inspection procedures were outlined in detail, including the assessment of permit applications, secondary legislation, general binding rules, and examples from administrative and inspection practice.

The knowledge gained through the visit will support Serbia in further strengthening its capacities in integrated pollution prevention and control and in advancing alignment with EU environmental legislation.
