Workshop on the Application of General Binding Rules for Farms Held

On Monday, 7 July 2025, a workshop dedicated to the application of general binding rules for farms was held at the Chamber Club of the Chamber of Commerce and Industry of Serbia in Belgrade. The event was organised within the IED Serbia project, with the support of the Ministry of Environmental Protection and the Chamber of Commerce and Industry of Serbia.

A particular focus of the workshop was placed on sharing the experiences of the Republic of Croatia in this area. Ms Nataša Uranjek from Promo eko d.o.o., Osijek, an authorised consultant in the process of issuing integrated permits in Croatia, spoke about the legal framework and the procedure for issuing integrated permits in Croatia, including the competences and the role of authorised consultants, links with other types of permits, and the importance of general binding rules in that process. In the second part of the workshop, she provided a detailed overview of the Croatian by-law regulating general binding rules for farms, the procedure for submitting applications, setting conditions, and issuing permits based on those rules, as well as practical experiences from its implementation.

The workshop was attended by representatives of the Department for Integrated Permits of the Ministry of Environmental Protection, environmental inspectors, representatives of the Chamber of Commerce and Industry of Serbia, consultants engaged in drafting the new IPPC law, and legal experts from the Ministry.

The exchange of experiences and practical knowledge during the workshop will contribute to the process of introducing general binding rules into the regulatory framework of the Republic of Serbia, considering that the preparation of a by-law regulating the procedure for issuing integrated permits for farms is currently underway.
